Onde Estamos e Para Onde Vamos na Implementação do Código Florestal

This policy brief analyzes the 10-year implementation of the Brazilian Forest Code, highlighting a severe lack of uniformity across states. While some states have fully implemented the CAR and PRA systems, others remain stagnant. The analysis of CAR data is identified as the primary bottleneck, with only 2% of national registries fully concluded. The document proposes a seven-point agenda for the federal government, including the creation of a national implementation plan, strengthening the SICAR system, and improving the integration of the Forest Code with anti-deforestation policies and rural credit incentives.

• The implementation of the Forest Code is highly uneven across Brazilian states. A small group including Acre, Bahia, Mato Grosso, Mato Grosso do Sul, Pará, and Rondônia have completed all implementation stages, while others like Pernambuco, Piauí, and Roraima remain stagnant, having only implemented the CAR registration stage.
• The analysis of CAR data is the primary bottleneck for the law's implementation. Nationally, only about 12% of registries have undergone team or dynamic analysis, and only 2% have had their analysis fully concluded. Espírito Santo is the most advanced in concluding analyses, with approximately 76,000 completed registries, representing 70% of its state total.
