Rural Resilience Initiative (R4)

The R4 Rural Resilience Initiative, launched in 2011 by the World Food Program and Oxfam America, employs a four-pronged strategy—risk reduction, risk transfer, prudent risk-taking, and risk reserves—to help farmers adapt to climate risks. By 2020, the program provided index insurance and complementary services to nearly 180,000 farmers across ten countries, leveraging existing government safety nets and community partnerships to scale its impact.

• The R4 initiative utilizes a comprehensive risk management framework consisting of four pillars: natural resource management and agricultural best practices (risk reduction), microinsurance (risk transfer), livelihoods diversification, investments, and microcredit (prudent risk-taking), and savings and deposits (risk reserves).
• By 2020, the initiative enabled nearly 180,000 farmers in ten countries to access index insurance and related risk management services, providing training on financial inclusion, climate services, and sustainable agriculture in Ethiopia, Senegal, Malawi, Zambia, Kenya, Zimbabwe, Burkina Faso, and Mozambique.
• The program achieves scalability by integrating with existing NGO and government safety net programs, such as the PSNP in Ethiopia, WFP’s FFA and Oxfam America’s Saving for Change in Senegal, WFP’s Food Assistance for Assets in Malawi, and FAO’s Conservation Agriculture Scaling-Up project in Zambia.
