Following the Money: Financing Bioeconomy in Brazil

Between 2021 and 2023, bioeconomy finance in Brazil averaged US$ 3.213 billion per year, heavily concentrated in planted forests and bioenergy. While private domestic sources provided 69% of funding, biodiversity-based products and the Northern region remain significantly underfunded compared to industrial crops and other regions.

• Bioeconomy finance in Brazil averaged US$ 3.213 billion per year from 2021 to 2023, with 74% of these funds (US$ 2.391 billion/year) concentrated in the planted forest and bioenergy and biofuels sectors.
• The planted forest sector received 40% of total finance (US$ 1.289 billion/year), primarily focusing on eucalyptus; a single company, Suzano, accounted for 71% of this amount through thematic bonds and a BNDES investment.
• Bioenergy and biofuels received 34% of finance (US$ 1.101 billion/year), with 87% of this funding coming from thematic bonds and Decarbonization Credits (CBIOs).
• Domestic sources provided 96% of bioeconomy finance (US$ 3.102 billion/year), with private sources contributing 69% (US$ 2.196 billion/year). International sources made up 4% (US$ 0.111 billion/year), primarily from Germany (43%) and Norway (34%).
• Thematic bonds were the primary financial instrument, raising US$ 1.198 billion/year (38%), but were used exclusively for bioenergy, biofuels, and planted forests.
• Finance for biodiversity products is extremely low compared to industrial crops; while soy received US$ 16.4 billion/year via rural credit, biodiversity products received only US$ 0.3 billion/year.
• Geographic distribution of biodiversity product finance is skewed; the Southern region received 30% and the Northeast 26%, while the Northern region—critical for sustainable development—received only 12%.
