The report notes that guarantees were the preferred blended finance tool for private investors, leveraging 26% of all mobilized private finance between 2018 and 2020.
• The report recommends that MDBs adopt an "originate-to-distribute" business model to replace the current "originate-to-hold" model. In the proposed model, MDBs would originate loans and then sell the majority to the private sector via bond issuance or loan pooling, thereby recycling capital and increasing their lending capacity.
• There is a critical need for the standardization of products, systems, and performance indicators (KPIs) across MDBs to reduce transaction costs and increase impact. This includes standardizing what constitutes climate-friendly investments and using reverse auctions for concessional capital to increase transparency and efficiency.
• Domestic financing is a significant but underutilized resource, representing approximately 50% of the climate finance needed in EMDEs. Between 2011 and 2022, 76% of all climate finance flows were captured and spent internally, suggesting that MDBs should focus on capacity building and risk-sharing to activate this local capital.
• MDBs need to institutionalize crisis-response mechanisms as regular operations to address the current 'polycrisis'. The report highlights that the World Bank's current roadmap indicates it only has sufficient funding for approximately one medium-sized crisis per decade, which is inadequate for the current climate and economic landscape.
