Green Aggregation Tech Enterprise (GATE)

The Green Aggregation Tech Enterprise (GATE) is a risk-mitigation mechanism designed to address revenue risks for mini grid developers serving rural customers without credit histories in southern Africa, specifically starting in Zambia.

• GATE utilizes a risk pool funded by regular premiums from mini grid developers to guarantee a baseline level of revenue, ensuring developers can meet debt obligations during revenue losses. This aggregated approach allows for more accurate risk pricing and returns for private investors compared to individual investments.
• The successful deployment of the GATE instrument relies on a multi-stakeholder ecosystem: Development Finance Institutions (DFIs) provide initial grants, concessional financing, and equity for payout liabilities; commercial banks provide debt once the risk pool is operational; and implementing partners manage the pool and mitigate purchaser default risks via the Southern African Power Pool (SAPP).
• The instrument requires stable policy frameworks and political commitment to attract private investment. In Zambia, GATE is supported by the Minister of Energy and aligns with the National Energy Policy 2019. While four southern African countries (Lesotho, Malawi, Zimbabwe, and South Africa) have prioritized energy access in their NDCs, regional cooperation is strongest within the SAPP.
