From Commitments to Capital: Are New NDCs Built to Mobilize Climate Investment?

This report by the Climate Policy Initiative (CPI) evaluates the first 18 updated Nationally Determined Contributions (NDCs) submitted by non-Annex I parties by May 31, 2025. It assesses whether these 'NDC 3.0' documents are evolving into 'investment-ready' prospectuses by analyzing three dimensions: the quantification of financial needs, the design of mobilization strategies, and the credibility of implementation plans.

• As of May 31, 2025, 22 parties had submitted updated NDCs, but only 15 of these quantified climate finance needs to some degree. Among the 18 non-Annex I NDCs analyzed by CPI, 13 quantified finance needs, though only five provided granular, sector-specific cost estimates. Five of these updated NDCs did not quantify climate finance needs at all.
• Private sector mobilization strategies in updated NDCs remain largely high-level. While six NDCs improved their strategies by referencing instruments like blended finance and public-private partnerships, eight of the 14 references to private sector engagement were unspecific. Brazil is highlighted as an exception, providing a detailed strategy that includes a currency hedging program, climate funds, and sustainable sovereign bonds.
• While most updated NDCs show integration with national planning and include general implementation plans, few provide the detail necessary to be considered 'investment ready.' Only two NDCs demonstrated high-level implementation planning covering budgets, legal frameworks, and timelines for specific measures. Cuba is noted for providing cost estimates, timeframes, and responsible institutions for each mitigation measure.
• CPI concludes that most countries showed limited change in investment signals between their previous and new NDCs, suggesting persistent capacity constraints. The report recommends that countries use periodic updates to strengthen NDCs as investment-catalyzing documents and calls for development finance institutions to provide technical expertise and data infrastructure to improve costing.
