• Bill (PL) No. 2374/2020, presented by Senator Irajá Abreu on May 4, 2020, proposes to change the time frame for the regularization of illegally deforested Legal Reserve areas. It seeks to extend the application of more flexible rules from July 22, 2008, to May 25, 2012, provided the compensation area is double the consolidated Legal Reserve area and the owner joins the Environmental Regularization Program (PRA).
• CPI/PUC-Rio researchers argue that the bill would be highly damaging to the implementation of the Forest Code. Specifically, it would require Brazilian states to review approximately 378,000 Rural Environmental Registry (CAR) records that have already been analyzed or are currently under analysis with pending environmental regularization.
• The proposed amnesty is expected to benefit only a small group of medium and large rural producers, as an estimated 96% of rural properties already meet Legal Reserve requirements. The remaining 4% of properties with liabilities are concentrated in medium and large estates, primarily in the North and Center-West regions, most of which can already regularize through existing compensation mechanisms.
• The report highlights a lack of transparency and democratic process regarding the bill, noting that it has not been subject to any public hearings nor has it been reviewed by the Senate's Environment Committee (CMA).
