Scaling up project preparation and finance for net zero carbon buildings in Kazakhstan and Uzbekistan

This report by the Climate Policy Initiative examines the landscape of project preparation and finance for net zero carbon buildings (NZCBs) in Kazakhstan and Uzbekistan. It highlights the critical role of building decarbonization in meeting regional climate goals, identifies barriers such as energy subsidies, and maps the activities of 12 international entities providing project preparation support to develop investable project pipelines.

• Buildings are a primary driver of emissions in Central Asian cities, accounting for up to 70-80% of total emissions from the combined buildings, transport, and waste sectors.
• In Kazakhstan and Uzbekistan, the buildings sector is responsible for approximately 50% of final energy use, with residential buildings specifically accounting for 34% in Kazakhstan and 39% in Uzbekistan.
• Both Kazakhstan and Uzbekistan have established national energy targets: Uzbekistan aims for a 50% improvement in overall economy energy efficiency by 2030, while Kazakhstan targets a 15% reduction in economy energy intensity by 2029 through building energy efficiency.
• The financial viability of net zero carbon building projects in Kazakhstan and Uzbekistan is negatively impacted by energy subsidies that can cover up to 50% of residential building energy costs.
• Twelve international entities, including multilateral development banks, project preparation facilities, and city networks, are active in project preparation for NZCBs in Kazakhstan and Uzbekistan, focusing either on early-stage development (up to pre-feasibility) or full-cycle project development.
