Insecure Land Rights in Brazil: Consequences for Rural Areas and Challenges for Improvement

This report by the Climate Policy Initiative examines the economic, social, and environmental consequences of insecure land rights in rural Brazil, highlighting how these insecurities hinder growth and environmental protection while identifying systemic governance obstacles.

• Brazil ranks poorly in global property rights indices, placing 64th on the 2015 International Property Rights Index (IPRI) and 95th for secure property rights on the World Economic Forum’s Global Competitive Index.
• Insecure land rights in rural areas lead to five urgent consequences: production inequality for small farms, unconventional land use decisions, increased deforestation, a lack of tenancy markets, and conflicts and violence.
• Improving land rights in Brazil is hindered by three primary governance challenges: the limitations of the Land Registry, institutional complexity, and the absence of an integrated, authoritative database for private and public land.
