ESTUDIO COMPARATIVO ENTRE LAS TAXONOMÍAS DE COLOMBIA Y LA UNIÓN EUROPEA

The report analyzes the alignment between the Colombian and EU taxonomies, finding a high degree of similarity in climate change mitigation criteria for 47% of compared activities. While both frameworks share core principles and governance structures, the EU Taxonomy is generally more detailed in its technical eligibility criteria and adaptation objectives, whereas the Colombian Taxonomy offers more specific requirements for land-use sectors and certain circular economy safeguards.

• The technical eligibility criteria (CTE) for climate change mitigation are very similar for 47% (24 activities) of the paired economic activities, with the highest similarities found in the Energy and Manufacturing sectors.
• Colombian CTEs are less ambitious than the EU's for 27% (14 activities) of the evaluated activities, primarily within the Water, Waste, Energy, Transport, ICT, and Construction sectors.
• Only 6% (3 activities) of the Colombian Green Taxonomy's activities have more ambitious or strict criteria than the EU Taxonomy, specifically in the Waste sector regarding non-hazardous waste collection, organic waste composting, and non-hazardous waste material recovery.
• Regarding 'Do No Significant Harm' (DNSH) criteria, 42% (106 criteria) are very similar, particularly in Energy and Waste. However, 16% (41 criteria) of Colombia's DNSH are more ambitious or detailed, largely due to specific circular economy requirements that the EU Taxonomy currently lacks in general appendices.
• The EU Taxonomy provides a developed framework for climate change adaptation across 13 economic sectors, whereas the Colombian Green Taxonomy has not yet developed this as a substantial contribution objective, treating it instead as a codependent DNSH objective or integrated into land-use sectors.
• The Colombian Green Taxonomy specifically addresses three land-use sectors—Forestry, Agriculture, and Livestock—which are not yet addressed in the EU Taxonomy and are critical as they contribute 59% of Colombia's GHG emissions.
• The Colombian Green Taxonomy is considered less strict or detailed regarding Minimum Safeguards (SM) because it focuses on six IFC performance standards, while the EU Taxonomy integrates four core themes aligned with the OECD Guidelines for Multinational Enterprises and UN Guiding Principles.
• There is a significant difference in legal status and disclosure requirements: the EU Taxonomy mandates disclosure for large companies and financial market participants under the CSRD and SFDR, while the Colombian Green Taxonomy is currently a voluntary guide without legal status or mandatory disclosure obligations.
