• Eskom has established a phased emission abatement retrofit plan prioritizing the highest emitting stations and newer, larger stations due to their longer remaining life. Particulate matter (PM) is the highest priority for reduction, with a target for all power stations to achieve emissions below 50 mg/Nm , except for Komati, which is targeted at less than 100 mg/Nm°.
• Specific technical retrofits are planned across multiple sites: FFP retrofits and DHP upgrades at Grootvlei Units 2-4, Tutuka, and Kriel; ESP upgrades or FFP retrofits and DHP upgrades at Matla, Duvha Units 4-6, Lethabo, and Kendal; and ESP and DHP upgrades at Matimba. Low NOx Burners are planned for Majuba, Matla, and Tutuka, while Flue Gas Desulphurisation (FGD) is planned for Medupi, Kendal, and Matimba.
• The total nominal CAPEX required for the emission reduction programme is R118 billion, with the majority (R99.9 billion) required in the MYPD4 period. Additionally, FGD at Medupi, Matimba, and Kendal is expected to increase annual OPEX by approximately R2 billion.
• The plan includes air quality offsets to improve ambient air quality in areas where Eskom's activities have a significant impact. Proposed offsets include replacing coal-burning stoves with higher efficiency versions, providing LPG stoves and heaters, electricity subsidies, and thermal insulation retrofits. A pilot study for these offsets was conducted in Kwa-Zamokuhle, near Hendrina, with a large-scale roll-out plan due to the Department of Environmental Affairs by 31 March 2016.
• The implementation of the strategy faces several risks, including funding constraints in the MYPD3 period, capacity and skills shortages in Engineering and at power stations, and a lack of alignment between different Eskom divisions. To mitigate these, Eskom is using mentorship programmes, partnerships with international design firms, and seeking postponement of Minimum Emission Standards.
• The emission reduction plan is expected to have several operational implications, including a 7% increase in water consumption (23.4 million m³/annum), an increase in auxiliary power consumption of 628 GWh/year, and the production of 3.7 million tons/annum of FGD by-product waste.
