This document is a letter from Eskom to the South African Department of Environmental Affairs (DEA) dated 17 July 2014. It provides additional information to support Eskom's application to postpone compliance with the Minimum Emission Standards (MES) for the Majuba Power Station.

• Majuba Power Station currently complies with both 'old plant' and 'new plant' particulate matter (PM) emission limits because it was constructed with fabric filter plants. To achieve compliance with NOx emission limits for both plant categories, Eskom plans to retrofit low NOx burners on one unit per year, starting with the first unit by 1 April 2020 and completing the last by 1 April 2025.
• Eskom does not recommend a flue gas desulphurisation retrofit for Majuba. While 2011 spot measurements recorded SO2 emissions around 2 200 mg/Nm° at 10% O2, Eskom suggests that emissions will likely average below new plant limits, although they will not consistently remain below them due to process conditions and coal quality variations.
• PM2.5 concentrations are not monitored at the Majuba ambient monitoring station, and there is insufficient data on particle size distribution to model PM2.5 impacts. Eskom asserts that particulate emissions from Majuba make a very small contribution to total ambient particulate levels, meaning further reductions at the station would not meaningfully improve ambient PM levels, which are currently in non-compliance with South African Ambient Air Quality Standards.
