A letter from the South African Department of Environmental Affairs to Eskom regarding the application for postponement of compliance time-frames with the National Environmental Management: Air Quality Act 39 of 2004 for the Lethabo Power Station.

• The National Air Quality Officer denied postponement applications for Particulate Matter (PM) limits beyond 2020 because national ambient air quality standards became stricter on 01 January 2015. The Lethabo Power Station must comply with a limit of 100 mg/Nm3 starting 01 April 2015, using monthly averaging until 31 December 2015 and daily averaging thereafter.
• A postponement for compliance with the minimum emission standard for new plant regarding Sulphur Dioxide (SO2) is granted from 1 April 2020 to 31 March 2025, with a limit of 2500mg/Nms. This decision is based on expected emissions related to the sulphur content of the fuel.
• A postponement for compliance with the minimum emission standards for new plant regarding Nitrogen Oxides (NOx) is granted from 01 April 2020 to 31 March 2025, with a limit of 1100 mg/Nmé.
• Eskom is required to implement an offset programme to reduce PM pollution in the ambient/receiving environment and must provide a definite offset implementation plan by 31 March 2016.
