• Eskom recommends that biomass and vegetable waste be explicitly excluded from the definition of waste in sub-category 1.1 and sub-category 1 (a) (ii) to encourage its use as a renewable fuel, provided the materials do not contain heavy metals or halogenated organic compounds from preservatives or coatings.
• Regarding Underground Coal Gasification (UCG), Eskom proposes that emission limits for solid fuel combustion installations should apply to UCG gas used for electricity generation, meaning sub-category 1.4 would not apply. Additionally, Eskom suggests excluding test and experimental systems from sub-category 3.4 to avoid inhibiting the development of UCG technology.
• Eskom suggests creating a new sub-category for reciprocating engines with emission limits aligned with the International Finance Corporation’s Environmental, Health, and Safety Guidelines for Thermal Power Plants for non-degraded airsheds, arguing that overly stringent limits could hinder the use of this technology.
• Eskom proposes a framework for co-firing fuels: if a cleaner fuel is less than 15% of the total thermal input, the limits of the dirtier fuel apply. If the cleaner fuel exceeds 15%, Eskom recommends adopting the fuel-weighted emission limit calculation method from Article 8 of the EU Directive for Large Combustion Plants, with the exception that co-firing with UCG gas should follow solid fuel combustion limits.
