NOTIFICATION REGARDING ENVIRONMENTAL EXEMPTION FOR THE CONSTRUCTION OF TEMPORARY STACKS AT KUSILE POWER STATION: REQUEST FOR RELEVANT DOCUMENTS

The Centre for Environmental Rights (CER), acting on behalf of the Life After Coal Campaign, has requested critical documentation from Eskom regarding the construction of temporary stacks at the Kusile Power Station following a stack failure in October 2022.

• On 23 October 2022, a failure of the west stack at the Kusile Power Station caused three generating units to stop operating, resulting in a loss of 2100MW of electricity from the national grid and increasing load-shedding.
• Eskom's proposed temporary solution to restore generation capacity involves building and operating three temporary stacks from November 2023 to December 2024, which is expected to increase sulphur dioxide emissions beyond the station's current levels.
• Eskom received an exemption from the requirements for an air pollution impact assessment and public participation regarding its applications for a once-off postponement of new plant minimum emission standards.
• The Centre for Environmental Rights (CER) has requested several documents from Eskom to inform their participation in the public process, including health impact assessments for unabated SO2 emissions, cost-benefit analyses for the bypass stacks, pollutant emission modelling, and details on community notification and mitigation measures.
