- Regarding engagement with SINAMA, the project aims to build upon the existing commitment of environmental units in municipalities and public institutions. The contractor is encouraged to use a pilot approach, starting with institutions that already have functioning environmental units and are more capable of networking, rather than attempting to assess all SINAMA institutions simultaneously.
- MARN is currently undergoing institutional changes to reinforce its capacity to work with stakeholders, including a process to hire 46 additional staff members. This hiring process, which began in 2012, is intended to establish several new units: the Quality and Planning Unit, the Environmental Statistics Unit, and Interinstitutional Articulation Units.
- The project's procurement process is structured into two parts (Part A and Part B) under a single contract. The terms of reference for Part A are intentionally open to allow for fine-tuning of the work plan, and the publisher reserves the right to terminate the contract after Part A if the results are unsatisfactory.
