QUESTION & ANSWER CONFERENCE CALL PROJECT: Institutional readiness for mainstreaming climate change / Component 1: Strengthening capacity for the institutional coordination role of environmental ministry, MARN and national coordinating body, SINAMA [TALA-0003b]

This document is a record of a question-and-answer conference call held on 14 January 2013 regarding a project to strengthen the institutional coordination capacity of El Salvador's Ministry of Environmental and Natural Resources (MARN) and the national coordinating body, SINAMA. The call served to clarify terms of reference for bidders, focusing on the design of an online management system, the relationship between organizational development (Component 1) and human resource capacity (Component 2), and the engagement strategy for SINAMA institutions.

• Bidders are required to design and implement a software-based executive information system for MARN to support decision-making, monitoring and evaluation (M&E), and financial tracking. The system must prioritize the use of open-source and off-the-shelf modules to minimize costs and should be designed to allow for future expansion to include SINAMA institutions and the general public, although initial access is restricted to MARN staff.
• The new online management system must integrate with two existing MARN systems: the Environmental Evaluation System (SEA) and the Planning and Monitoring System (PLAME). These existing systems operate on Windows Server 2008 with IIS 7.5, using MS SQL Server 2005 databases and developed with Visual Studio 2005 and Visual Basic.Net with ASP.Net web interfaces.
• The project is divided into two complementary components: Component 1 focuses on organizational development to strengthen units within MARN and SINAMA, while Component 2 focuses on strengthening the personal capacities of all MARN employees. Implementers of Component 1 must work jointly with Component 2 to ensure that new systems are supported by appropriate personnel capacities, though Component 1 bidders are not responsible for delivering the actual training content.
• Regarding engagement with SINAMA, the project aims to build upon the existing commitment of environmental units in municipalities and public institutions. The contractor is encouraged to use a pilot approach, starting with institutions that already have functioning environmental units and are more capable of networking, rather than attempting to assess all SINAMA institutions simultaneously.
• MARN is currently undergoing institutional changes to reinforce its capacity to work with stakeholders, including a process to hire 46 additional staff members. This hiring process, which began in 2012, is intended to establish several new units: the Quality and Planning Unit, the Environmental Statistics Unit, and Interinstitutional Articulation Units.
• The project's procurement process is structured into two parts (Part A and Part B) under a single contract. The terms of reference for Part A are intentionally open to allow for fine-tuning of the work plan, and the publisher reserves the right to terminate the contract after Part A if the results are unsatisfactory.
