REQUEST FOR TECHNICAL AND FINANCIAL PROPOSALS NATIONAL CLIMATE CHANGE RESPONSE STRATEGY – ACTION PLAN SUBCOMPONENT 8: IN RESPECT OF THE PROVISION OF CONSULTANCY SERVICES FOR DESIGNING A NATIONAL CLIMATE CHANGE FINANCIAL MECHANISM

This document is a request for technical and financial proposals issued in February 2011 by the Ministry of Environment and Mineral Resources of the Republic of Kenya. It outlines the terms of reference for consultancy services to design a national climate change financial mechanism, which constitutes 'Subcomponent 8' of a broader National Climate Change Response Strategy (NCCRS) Action Plan.

• Kenya identifies itself as highly vulnerable to climate change because its primary economic drivers—including agriculture, livestock, tourism, forestry, and fisheries—are climate-sensitive, and the country possesses low adaptive capacity.
• The Government of Kenya is developing a comprehensive Climate Change Action Plan consisting of eight interrelated subcomponents: (1) Long-term National Low Carbon Development Pathway, (2) Enabling Policy and Regulatory Framework, (3) National Adaptation Plan, (4) Nationally Appropriate Mitigations Actions (NAMAs), (5) Research and Development and Technology Transfer, (6) National Performance and Benefit Measurement, (7) Knowledge Management and Capacity Development, and (8) Finance.
• Subcomponent 8 specifically aims to create an innovative national climate change financial mechanism to help the country access various funding sources. The required design must include a fund set-up and management system, an investment strategy/framework, eligibility criteria, a coordinated carbon trading platform, and a resource mobilization and capacity development plan.
• The consultancy for the financial mechanism is structured in two stages. Stage 1 focuses on reviews, including an assessment of global and national fund management, existing climate-related finance sources, carbon market coordination options, and institutional absorptive capacity. Stage 2 involves the detailed design of the financial mechanism and its policy and regulatory framework, with recommendations for delivery at the county level.
• The Ministry of Environment and Mineral Resources serves as the lead agency for the Action Plan, supported by an Inter-ministerial Task Force that includes the Office of the Prime Minister and the Ministries of Finance, National Planning and Vision 2030, Agriculture, and Northern Kenya and ASALs.
