REQUEST FOR TECHNICAL AND FINANCIAL PROPOSALS NATIONAL CLIMATE CHANGE RESPONSE STRATEGY – ACTION PLAN SUBCOMPONENT 5: IN RESPECT OF THE PROVISION OF CONSULTANCY SERVICES FOR RESEARCH AND DEVELOPMENT AND TECHNOLOGY TRANSFER

This document is a request for technical and financial proposals issued by the Ministry of Environment and Mineral Resources of the Republic of Kenya in February 2011. It outlines the terms of reference for consultancy services to develop a National Climate Change Technology Action Plan (NCCTAP) as part of Subcomponent 5 of the broader National Climate Change Response Strategy (NCCRS) Action Plan.

• Kenya is identified as highly vulnerable to climate change because its primary economic drivers—including agriculture, livestock, tourism, forestry, and fisheries—are climate-sensitive, and the country possesses low adaptive capacity.
• The Government of Kenya is developing a comprehensive Climate Change Action Plan consisting of eight interrelated subcomponents: (i) Long-term National Low Carbon Development Pathway, (ii) Enabling Policy and Regulatory Framework, (iii) National Adaptation Plan, (iv) Nationally Appropriate Mitigations Actions (NAMAs), (v) Research and Development and Technology Transfer, (vi) National Performance and Benefit Measurement, (vii) Knowledge Management and Capacity Development, and (viii) Finance.
• The specific objective of the Subcomponent 5 consultancy is the creation of a National Climate Change Technology Action Plan (NCCTAP). This plan is intended to address R&D trends, technology transfer opportunities and barriers, the deployment and diffusion of technology, and recommendations for establishing national and county-level technology innovation centres.
• The Ministry of Environment and Mineral Resources serves as the lead agency for the Action Plan, supported by an Inter-ministerial Task Force that includes the Office of the Prime Minister, the Ministry of Finance, the Ministry of National Planning and Vision 2030, the Ministry of Northern Kenya and ASALs, the Ministry of Agriculture, and the Vision 2030 Delivery Secretariat.
