REQUEST FOR TECHNICAL AND FINANCIAL PROPOSALS NATIONAL CLIMATE CHANGE RESPONSE STRATEGY – ACTION PLAN SUBCOMPONENT 1: IN RESPECT OF THE PROVISION OF CONSULTANCY SERVICES FOR DEVELOPMENT OF A CONCEPTUAL FRAMEWORK FOR LONG-TERM NATIONAL LOW CARBON DEVELOPMENT PATHWAY

This February 2011 request for proposals from the Kenyan Ministry of Environment and Mineral Resources seeks consultancy services to develop a conceptual framework for a long-term national low carbon development pathway. This effort is part of a larger eight-part Climate Change Action Plan designed to protect Kenya's climate-sensitive economy—including agriculture and tourism—and align national development goals, such as Vision 2030, with climate resilience and low-carbon growth.

• The Government of Kenya is developing a comprehensive Climate Change Action Plan consisting of eight interrelated subcomponents to implement the National Climate Change Response Strategy (NCCRS). These subcomponents include: (i) Long-term National Low Carbon Development Pathway; (ii) Enabling Policy and Regulatory Framework; (iii) National Adaptation Plan; (iv) Nationally Appropriate Mitigations Actions (NAMAs), including REDD+ readiness; (v) Research and Development and Technology Transfer; (vi) National Performance and Benefit Measurement; (vii) Knowledge Management and Capacity Development; and (viii) Finance, which includes the development of a climate fund and carbon trading platform.
• Subcomponent 1 specifically aims to create a conceptual framework for a long-term national low carbon and climate resilient development pathway. This process involves reviewing flagship projects from the Medium Term Plan 2008–2012 under Vision 2030 to identify climate risk ratings and providing recommendations for the 15 to 30 projects with the highest risk.
• Kenya is identified as highly vulnerable to climate change because its primary economic drivers—including agriculture, livestock, tourism, forestry, and fisheries—are climate-sensitive, and the country possesses low adaptive capacity.
