East Africa 00b Scenario

This document is a scenario card for a role-playing exercise centered on the town of Kul-Bayne in Ethiopia, designed to explore climate vulnerability and the development of resilience plans in response to drought and resource scarcity.

• The town of Kul-Bayne in northeastern Ethiopia is experiencing drought that negatively impacts livestock health, crops, and general human wellbeing and livelihoods, with the government warning that climate change will increase these stresses.
• Following a climate vulnerability and risk assessment, the Environmental Management Officer developed resilience proposals for Kul-Bayne. These include improving liaison with meteorological agencies, universities, and vocational centres for hydrology and climate projections; partnering with community radio for weather forecasts; accessing national, NGO, and international support for water-saving technologies; establishing a savings and loan scheme with increased women's participation; creating kitchen gardens using bio-fertiliser; and organizing disaster risk reduction (DRR) support networks to protect vulnerable populations, such as the elderly and disabled, during heatwaves.
