Prospectus Call for Expressions of Interest Action Plan for the Implementation of the Kenya National Climate Change Response Strategy (NCCRS)

This prospectus is a call for Expressions of Interest (EOI) issued by the Climate and Development Knowledge Network (CDKN) on behalf of Kenya's Ministry of Environment and Mineral Resources (MEMR). It seeks partners to implement an Action Plan based on the National Climate Change Response Strategy (NCCRS), consisting of eight core subcomponents and a proposed coordination component.

• The Government of Kenya's National Climate Change Response Strategy (NCCRS), published in April 2010, identified adaptation and mitigation measures with an estimated annual average cost of approximately US$ 3 billion over a 20-year period.
• The proposed Action Plan comprises eight integrated subcomponents: a Long-term National Low Carbon Development Pathway; an Enabling Policy and Regulatory Framework; a National Adaptation Plan; Nationally Appropriate Mitigations Actions (NAMAs), including REDD+ readiness; Research and Development and Technology Transfer; National Performance and Benefit Measurement; Knowledge Management and Capacity Development; and Finance.
• CDKN has proposed an additional ninth subcomponent specifically for the coordination of the Action Plan's overall delivery.
• The total implementation cost for the Action Plan is initially estimated to be between £1 million and £3 million GBP, though final costs will be determined through the procurement process.
• The implementation timeline for the Action Plan is expected to last between 9 and 18 months, with all subcomponents anticipated to commence in 2011. Certain deliverables, such as the regulatory framework and adaptation/mitigation planning, are required by June 2011.
• The procurement process is divided into three phases: an initial Expression of Interest (due 15 April 2011), a series of bidders' workshops in Kenya to refine Terms of Reference, and a final invitation to tender for full proposals.
