¿ESTÁN 13 REGIONES INCORPORANDO LA VARIABLE CLIMÁTICA DENTRO DE SUS PLANES DE DESARROLLO REGIONAL CONCERTADO?

The analysis of 13 Peruvian regional development plans reveals a significant failure to integrate climate change variables, with none of the plans reaching half of the ideal quality score. Key deficiencies include a lack of technical climate projections, the conflation of disaster risk management with climate adaptation, and a near-total absence of mitigation objectives. Furthermore, the study finds that regional authorities are largely failing to comply with the legal requirement to incorporate ERCC measures into their PDRC, with only Piura and Amazonas showing high levels of integration.

• The quality of the 13 evaluated Concerted Regional Development Plans (PDRC) was consistently low, with no plan achieving even half of the maximum possible quality score of 90 points.
• There is a critical lack of technical data in the plans; most do not use local technical-scientific climate projections, and only one PDRC identifies the volume of greenhouse gas emissions within its territory.
• Regional plans frequently confuse Disaster Risk Management (GRD) with climate change adaptation and lack specific objectives for climate change mitigation, despite Peru's significant mitigation potential in the Amazon.
• Strategic planning is generic and lacks specificity; no PDRC includes strategies for biodiversity protection against climate change, and only one plan addresses the link between climate change and the spread of epidemic disease vectors like zika or dengue.
• The plans rely on outdated 'predict and plan' models and fail to employ flexible or robust strategies, such as 'adaptive management' or 'anticipatory governance', to handle climate unpredictability.
• Most regions fail to integrate their Regional Climate Change Strategies (ERCC) into their PDRC, violating the Regulations of the Framework Law on Climate Change. Only Piura and Amazonas integrated more than 75% of their ERCC strategies.
