¿ESTÁN 13 REGIONES INCORPORANDO LA VARIABLE CLIMÁTICA DENTRO DE SUS PLANES DE DESARROLLO REGIONAL CONCERTADO?

This policy brief evaluates the quality of 13 Concerted Regional Development Plans (PDRC) in Peru, focusing on how they incorporate climate variables based on their Regional Climate Change Strategies (ERCC). The analysis finds that none of the plans reached half of the ideal quality score, with significant failures in integrating mitigation strategies, managing uncertainty, and aligning with legal requirements for climate integration.

• The evaluation of 13 Concerted Regional Development Plans (PDRC) revealed that none achieved even half of the maximum possible quality score of 90 points across nine quality categories.
• There is a significant lack of technical climate data in the PDRCs; only one plan identified the amount of Greenhouse Gases (GHG) emitted within its territory, and few used technical-scientific climate projections, which tended to be national or international rather than local.
• PDRCs frequently conflate Disaster Risk Management (GRD) with climate change adaptation and lack specific objectives for climate change mitigation, despite Peru's significant mitigation potential via the Amazon.
• Strategic planning for biodiversity and health is severely lacking; no PDRC included strategies for the protection of biodiversity against climate change, and only one plan considered the relationship between climate change and the manifestation of epidemic disease vectors like zika or dengue.
• The plans rely on a traditional 'predict and plan' approach that fails to account for climate unpredictability; none of the evaluated plans utilized flexible, robust, 'low regret', or 'no regret' strategies, nor did they mention 'Adaptive Management' or 'Anticipatory Governance'.
• Most regions struggle to integrate the strategies from their Regional Climate Change Strategies (ERCC) into their PDRCs, violating the Framework Law on Climate Change. Only Piura and Amazonas integrated more than 75% of their ERCC strategies.
• Implementation and monitoring are critical weaknesses; while PDRCs establish provisions for strategic objectives, they fail to do so for strategic actions, specifically regarding funding sources, implementation projects, monitoring schedules, and evaluation responsibilities.
