Moving forward with national action on climate change

This 2013 fact sheet by the Climate and Development Knowledge Network (CDKN) outlines technical assistance and strategic frameworks provided to the Government of Pakistan to implement its national climate change policy. • Pakistan is highly vulnerable to climate change despite contributing only 0.8% of global greenhouse gas emissions and ranking 135th in per capita emissions. Over a 20-year period, 141 extreme events caused an average of over 500 deaths annually and economic losses exceeding US$ 2 billion per year.
• The Government of Pakistan launched its National Climate Change Policy in February 2013. While the primary focus is on adaptation, the government is developing a National Adaptation Plan (NAP) and a National Appropriate Mitigation Actions (NAMAs) Framework to align with UNFCCC responsibilities.
• CDKN has provided a work programme for climate compatible development consisting of 'readiness actions' with detailed terms of reference. These include a greenhouse gas inventory, sectoral emissions baselines, a bottom-up assessment of low-carbon interventions, and an institutional assessment of roles and responsibilities.
• To support sustainable implementation of climate actions, CDKN is assisting the Government of Pakistan in designing a climate change fund, focusing on financial architecture and international best practices to create an enabling environment for funding.
• A project running from November 2012 to September 2013 focused on disaster risk insurance for vulnerable communities. It produced a baseline report identifying global best practices, data gaps, and legal and institutional requirements, with an operational plan being developed for the National Disaster Management Authority (NDMA).
• The research project 'Sheltering from a Gathering Storm' (April 2012 - March 2014) uses case studies from Pakistan, India, and Vietnam to provide quantitative cost-benefit evidence on investments in climate-adapted and disaster-resilient shelter design, specifically regarding extreme heat, typhoons, and floods.
