NAIROBI NON-MOTORIZED TRANSPORT ENFORCEMENT DIALOGUE

This report documents a Non-Motorized Transport (NMT) enforcement dialogue held on April 6, 2022, in Nairobi, Kenya. The forum brought together various departments of the Nairobi Metropolitan Services (NMS) to review gains, identify areas for improvement in NMT infrastructure and governance, and commit to a coordinated action plan for enhancing pedestrian and cycling pathways.

• The Nairobi Metropolitan Services (NMS) has achieved several NMT gains, including the establishment of well-maintained footpaths and cycling paths on Kenyatta Avenue, Muindi Mbingu Street, and Wabera Street, as well as a wide footpath from the Greenpark terminus.
• Significant deficiencies in NMT infrastructure were identified across several Nairobi roads. Issues include a lack of footpaths on Councillor Opundo Road, clogged drains at Muigai Kenyatta, and a lack of accessibility for persons with disabilities at the Jogoo Road footbridge. Other problems include illegal pedestrian crossings and vendor encroachment on Jogoo Road and Ring Road Kilimani, and illegal pick-up and drop-off points by public service vehicles on Outering Road.
• NMS plans to implement systematic improvements to NMT systems in 10 major corridors in Nairobi by the end of 2022. Additionally, the NMS energy department will investigate improving pedestrian safety through more effective street lighting on NMT pathways.
• Enforcement of NMT governance faces several obstacles, including political interference and hostility from boda boda (motorcycle) riders who encroach on pathways. Dr. Mark Leleruk noted a disconnect between the understanding of legality among citizens, policy makers, and forum attendees, and highlighted that the Nairobi City County Government Act 2020, Traffic Act, and National Transport and Safety Authority guidelines are fundamental to enforcement.
• Environmental challenges affecting NMT in Nairobi include air pollution caused by open burning and difficulties with solid waste management in the central business district (CBD). To address this, NMS is partnering with UN Habitat to enhance green spaces, including the renovation of Uhuru Park and the creation of new parks in Nairobi's Eastlands areas.
