Scoping report ETHIOPIA’S RESPONSE TO CLIMATE CHANGE AND GENDER

The Ministry of Agriculture (MoA) and Ministry of Water, Irrigation and Energy (MoWIE) show more progress in planning and budgeting, whereas the Ministries of Transport (MoT), Trade and Industry (MoTI), and Urban Development and Housing (MoUDH) are less active.
- The Ministry of Finance's Gender Directorate possesses strong tools for gender-responsive budgeting and monitoring, including a Gender-Responsive Manual for Programme Budgeting and a gender budget tracking tool. However, the Directorate lacks technical expertise in climate change, and there is a disconnect between its budgeting tools and the needs of the NAP gender analysis.
- A lack of strong accountability mechanisms and monitoring tools has stalled progress in gender-responsive climate funding. The report notes that the current institutional culture does not prioritize gender responsiveness, leading to a lack of follow-up on planned activities.
