Scoping report ETHIOPIA’S RESPONSE TO CLIMATE CHANGE AND GENDER

This scoping report, published in June 2020 by the Climate and Development Knowledge Network (CDKN), assesses the integration of gender considerations into Ethiopia's climate change policies, specifically the Climate-Resilient Green Economy (CRGE) Strategy and the National Adaptation Plan (NAP). The report identifies significant gaps in institutionalization, accountability, and inter-departmental coordination between the Environment, Forest and Climate Change Commission (EFCCC) and the Ministry of Finance (MoF), while recommending the adoption of gender-responsive budgeting and the establishment of a standing inter-sectoral committee.

• There is a general consensus among stakeholders that gender-responsive policies are essential for the CRGE and NAP frameworks, and specific gender analyses have been conducted for both. The EFCCC developed a gender analysis of the NAP in July 2019, and the CRGE Facility within the Ministry of Finance commissioned a gender analysis in 2019, though the latter was not yet adopted at the time of the report.
• The EFCCC's gender analysis of the National Adaptation Plan (NAP) identified three primary gender gaps: differences in adaptation needs, opportunities, and capacities; equitable participation and influence in decision-making; and equitable access to financial resources and benefits from adaptation investments.
• Institutionalization of gender integration in the EFCCC is hindered by attitudinal barriers, a lack of gender experts within the CRGE and NAP Coordination Office, and capacity limitations in the Gender Directorate, where staff often have backgrounds in human resources and planning rather than climate change or gender.
• Gender mainstreaming efforts within CRGE implementing agencies are uneven. The Ministry of Agriculture (MoA) and Ministry of Water, Irrigation and Energy (MoWIE) show more progress in planning and budgeting, whereas the Ministries of Transport (MoT), Trade and Industry (MoTI), and Urban Development and Housing (MoUDH) are less active.
• The Ministry of Finance's Gender Directorate possesses strong tools for gender-responsive budgeting and monitoring, including a Gender-Responsive Manual for Programme Budgeting and a gender budget tracking tool. However, the Directorate lacks technical expertise in climate change, and there is a disconnect between its budgeting tools and the needs of the NAP gender analysis.
• A lack of strong accountability mechanisms and monitoring tools has stalled progress in gender-responsive climate funding. The report notes that the current institutional culture does not prioritize gender responsiveness, leading to a lack of follow-up on planned activities.
