Climate and Development Outlook

This 2017 report outlines Ethiopia's leadership in climate action, notably as the first Least Developed Country to submit an INDC. It details the country's vulnerability to climate events, its goal to reduce emissions to 145 Mt CO2eq by 2030, and the US$150 billion cost of its CRGE strategy. • Ethiopia is highly vulnerable to climate change, with 70–80% of its agrarian population already affected. The country is ranked as being at "extreme risk" due to its low economic development and heavy reliance on rainfed agriculture, which contributes over 80% of national employment and more than 42% of GDP.
• Ethiopia demonstrated global climate leadership by becoming the first Least Developed Country to submit its Intended Nationally Determined Contribution (INDC) to the UNFCCC in June 2015. The INDC aims to reduce annual greenhouse gas emissions from 150 megatons (Mt) CO2eq in 2010 to 145 Mt CO2eq by 2030, representing a 64% reduction compared to business-as-usual projections.
• The implementation of the Climate Resilient Green Economy (CRGE) strategy is estimated to cost US$150 billion over 20 years. To manage this, the Government established the CRGE Facility to mobilize national and international resources.
• With support from CDKN, Ethiopia's Ministry of Finance and Economic Cooperation (MoFEC) achieved accreditation in March 2016 as the National Implementing Entity (NIE) for both the Adaptation Fund and the Green Climate Fund, allowing the country to access funds directly.
• Ethiopia is investing in green infrastructure, including a 5,000 km railway network using clean energy. A specific example is the 34-km Addis Ababa Light Rail Transit, which began operating in 2015 and is projected to reduce carbon dioxide equivalent emissions by 9 million tons per year relative to the business-as-usual baseline.
• To unlock geothermal energy potential, CDKN supported Parhelion Underwriting and Geothermex in training local insurance companies, such as Berhan Insurance and the Ethiopian Insurance Company, to address the high upfront costs and risks associated with development drilling wells.
• A CDKN-supported research project involving University College London and other institutions is targeting the industrial sector, which is growing at 21.2% per year. The research focuses on greening the cement, leather, and garment industries to integrate the CRGE strategy into industrial policy.
