CFAS Guide

The CFAS Guide, published in November 2014 by the Climate and Development Knowledge Network, provides a comprehensive overview of climate finance negotiations leading up to the COP20 in Lima, Peru. It details the status of long-term finance goals, the operationalization of the Green Climate Fund, the challenges facing the Adaptation Fund, and the technical work of the Standing Committee on Finance regarding the monitoring, reporting, and verification of climate funds.

• The Least Developed Countries Fund (LDCF), operated by the GEF, has supported 146 projects and programs across 48 countries, with cumulative promises reaching $906.640 million as of June 30, 2014.
• There is significant fragmentation in forest financing, particularly regarding REDD+, leading the SCF to recommend that the GCF consider a specific window for REDD+ to maximize forest benefit management.
• The Warsaw International Mechanism for Loss and Damage (WIM) is tasked with addressing both economic and non-economic losses, with 2015 priorities including the generation of best practice information and encouraging private investors to incorporate climate risk into development projects.
