Supporting international climate negotiators: a monitoring and evaluation framework

This research paper describes a tailored monitoring and evaluation (M&E) framework developed by the Climate and Development Knowledge Network (CDKN) to assess its Negotiations Support programme. The programme provides legal and technical assistance to negotiators from the poorest and most climate-vulnerable countries to increase their influence in international climate change negotiations.

• CDKN developed a hybrid M&E framework that integrates a logical framework (logframe) with an adapted outcome mapping approach. This design is intended to address the complexity of international negotiations, where linear causal chains from output to outcome are often too simplistic to capture behavioural change.
• The analysis suggests that progress within these dimensions is non-linear; high-level policy influence outcomes were observed simultaneously with basic capacity-building outcomes, rather than following a sequential path.
• To ensure objectivity and overcome political sensitivities, CDKN employs a triangulation strategy, combining information from suppliers and recipients with press coverage, analyses of negotiations, and anecdotal evidence.
