Enhancing direct access to the Green Climate Fund

This policy brief examines the mechanisms for direct access to the Green Climate Fund (GCF), distinguishing between 'direct access' and 'enhanced direct access'. It analyzes the experiences of the Adaptation Fund and the Global Environment Facility (GEF) to identify barriers for developing countries—particularly regarding fiduciary standards—and provides recommendations for the GCF Board to streamline accreditation and support country ownership.

As of 2012, it had received applications from eleven national and regional institutions, including four from developing countries, but had not yet implemented direct access.
• Successful accreditation examples include Belize, which used the Protected Areas Conservation Trust, and Jamaica, which used the Planning Institute of Jamaica. Both succeeded through thorough preparation, internal reviews to resolve capacity gaps, and alignment with national legislation.
• The brief recommends that the GCF Board define access modalities as soon as possible and consider the interim, conditional accreditation of institutions already accredited by other climate funds to expedite the disbursement of funds.
