Invitation to Tender

This document is an Invitation to Tender (ITT) issued by the Climate and Development Knowledge Network (CDKN) on 18 December 2012. It seeks a supplier to implement a project in Kenya focused on communicating climate compatible development (CCD) to the private sector, using the National Climate Change Action Plan as a foundation to increase business engagement and resilience.

• The project aims to address a lack of private sector engagement with climate change in Kenya, where businesses often lack "decision-relevant information" to engage with the topic. The goal is to use the National Climate Change Action Plan to communicate key climate change messages to the Kenyan private sector, focusing on "climate compatible development (CCD)" to reduce vulnerability and support "pro-poor wealth generation."
• The project is divided into two main components: communicating CCD and strengthening a platform for private sector engagement with the Government. The first component requires the creation of briefing notes, communication events, an assessment of tools and frameworks for businesses to assess climate impacts, and a strategy to engage businesses that have already conducted climate assessments.
• The Kenya Private Sector Alliance (KEPSA) is identified as a critical partner due to its "convening power" and the existence of its own "Climate Change Sector". The project intends to strengthen this sector as a platform for engagement with the Government, specifically regarding "policy / regulatory barriers" that hinder businesses from climate proofing.
• The project is scheduled to run for four months, from January 2013 to April 2013. The expected budget for proposals is between £60,000 and £75,000, with a mandatory requirement that "At least 5% of the budget must be allocated to monitoring and evaluation of project impacts."
• Proposals will be evaluated based on three weighted criteria: the Solution Statement (65%), the Risk proposal (10%), and the Commercial proposal (25%). The contract for the successful bidder will be held with PricewaterhouseCoopers LLP (PwC), which leads the CDKN alliance.
