Integrating gender in Peru’s Nationally Determined Contribution

Peru has integrated gender perspectives into its climate action through a four-stage process involving multiple ministries, resulting in 58% of adaptation measures now including gender perspectives. Key achievements include the 2016 Gender and Climate Change Action Plan and the 'Dialoguemos' participatory process. However, challenges remain regarding the institutionalisation of these approaches, limited technical knowledge, and the need for gender-sensitive implementation at regional and local levels.

• Peru implemented a four-stage process between 2014 and 2019 to integrate gender into its NDC, moving from establishing political will and institutional contexts to raising awareness, mainstreaming approaches, and designing a specific mainstreaming methodology.
• As a result of these efforts, 58% of climate change adaptation measures in Peru now incorporate a gender perspective and are supported by roadmaps and action plans.
• The 'Dialoguemos' ('Let's talk') initiative, launched in 2018, engaged over 1,500 actors across all Peruvian regions to discuss NDC adaptation and mitigation, highlighting the need to empower women and develop 'new masculinities'.
• A study on water and natural infrastructure management in Peru found significant gender gaps: 19 out of 20 key water management roles are held by fewer than 35% women, and women have less access to land and water resources.
• Despite political commitment, the gender approach is not yet fully institutionalised within sectors, which requires dedicated budgets for training, formal requests for support from the Ministry of Women and Vulnerable Populations, and the inclusion of gender actions in annual sector plans.
• Peru joined the Climate Ambition Alliance in 2020 and set a goal to reach net-zero emissions by 2050.
