Integrating gender in Peru’s Nationally Determined Contribution

This case study describes the process Peru undertook between 2014 and 2020 to integrate gender, intercultural, and intergenerational perspectives into its Nationally Determined Contribution (NDC) and broader climate change management framework.

• Peru implemented a four-stage process from 2014 to 2019 to integrate gender perspectives into its climate actions, involving five priority ministries: Environment, Women and Vulnerable Populations, Culture, Agriculture and Irrigation, and Energy and Mining.
• As a result of these efforts, 58% of climate change adaptation measures now incorporate a gender perspective and are supported by roadmaps and action plans.
• The 'Dialoguemos' ('Let's talk') initiative, launched in 2018, engaged over 1,500 stakeholders across all Peruvian regions through 26 events to raise awareness and collect contributions for the NDC, highlighting the need to empower women and redefine masculinities.
• A study on water and natural infrastructure management in Peru found significant gender gaps: 19 out of 20 key water management roles are held by less than 35% women, and women face greater barriers to accessing land and water, particularly as plot sizes increase.
• Peru has developed a mainstreaming methodology for the NDC and regional planning based on four dimensions: policy (resource allocation), institutional (technical capacity), executive (implementation and knowledge generation), and citizen participation.
• Despite political will, challenges remain in the institutionalization of gender approaches, specifically regarding the allocation of sector budgets for training, the systematic request for support from the Ministry of Women and Vulnerable Populations, and the inclusion of gender actions in annual sector plans.
