Mainstreaming climate change resilience into development planning in Cambodia

This report evaluates the progress of Cambodia in integrating climate change resilience into its national development planning using a 'building blocks' framework consisting of an enabling environment, policies and planning, and projects and programmes.

• Cambodia demonstrates strong high-level political commitment to climate change, evidenced by the 1995 ratification of the UNFCCC and the 2006 establishment of the National Climate Change Committee (NCCC). The NCCC is chaired by the Prime Minister and includes representatives from 20 ministries and three government agencies, with the Ministry of the Environment serving as the leading ministry and permanent chair.
• Information services for climate risk management are limited by fragmented hydrometeorological observation networks and inconsistent vulnerability assessments. While national-level assessments exist, they often produce contradictory results due to differing methodologies, and screening tools for public sector investments have not been utilized.
• The government is developing the Cambodia Climate Change Strategic Plan (CCCSP) to provide an overarching framework for adaptation and mitigation across all sectors and regions. This process involves nine priority ministries developing their own Sectoral Climate Change Strategic Plans and is designed to complement the National Strategic Development Plan (NSDP).
• A significant gap exists in the national policy on rice production; despite the government's goal to make Cambodia a major exporter of rice, the relevant policy paper does not consider climate change impacts.
• Climate-related expenditure in Cambodia reached an estimated US$769 million in 2011, with the bulk spent by the Ministries of Public Works and Transport, Water Resources and Meteorology, Health, and Agriculture, Forestry and Fisheries. Between 2009 and 2011, approximately 86 per cent of these expenditures were funded by external sources.
• Cambodia is transitioning from a project-based approach to a programme-based approach for climate adaptation. Key initiatives include the Cambodia Community-Based Adaptation Program (CCBAP), the NAPA follow-up programme, and the Strategic Program for Climate Resilience (SPCR), the latter of which has a total financial envelope of US$390 million for investments in agriculture, water, and infrastructure.
