Case Studies on Low Emission Development

The Vietnam Green Growth Strategy (VGGS), approved in September 2012, aims to restructure the economy for sustainable growth and reduced emissions. It targets an 8-10% reduction in GHG emission intensity relative to 2010 and a 1-1.5% annual reduction in energy consumption per unit of GDP. The board includes the Minister of Planning and Investment as standing Vice Head, along with leaders from the ministries of finance, industry and trade, agriculture and rural development, and natural resources and environment.
• To finance the strategy, Vietnam intends to blend public, private, national, and international funds. Proposed mechanisms include a potential Green Growth Fund, utilizing the Green Climate Fund and Official Development Assistance, promoting green foreign direct investment, and exploring fiscal shifts such as carbon taxes and eco-taxes.
