Kenya Action Plan for the Implementation of the National Climate Change Response Strategy

The Government of Kenya, supported by international partners including CDKN, DFID, and AFD, is developing a comprehensive Climate Change Action Plan consisting of eight primary subcomponents and a proposed ninth coordination subcomponent. The eight core subcomponents cover low-carbon development pathways, policy and regulatory frameworks, national adaptation planning, Nationally Appropriate Mitigations Actions (NAMAs) including REDD+ readiness, research and technology transfer, performance measurement, knowledge management, and climate finance. The Ministry of Environment and Mineral Resources (MEMR) serves as the lead agency, supported by an Inter-ministerial Task Force. The proposed coordination subcomponent is intended to act as a Programme Management Office to integrate the eight separate consultancies, manage dependencies, and maintain relationships between the Government of Kenya and donor programmes.

• The Climate Change Action Plan is structured around eight distinct but interrelated subcomponents: a long-term low-carbon development pathway aligned with Vision 2030; a policy and regulatory framework for national and county levels; a National Adaptation Plan; Nationally Appropriate Mitigations Actions (NAMAs) including REDD+ readiness; research, development, and technology transfer; national performance and benefit measurement; knowledge management and capacity development; and the creation of an innovative financial mechanism including a climate fund.
• The Ministry of Environment and Mineral Resources (MEMR) is the lead agency for the Action Plan, supported by an Inter-ministerial Task Force that includes the Office of the Prime Minister, the Ministry of Finance, the Ministry of National Planning and Vision 2030, the Ministry of Northern Kenya and ASALs, the Ministry of Agriculture, and the Vision 2030 Delivery Secretariat.
• CDKN has proposed an additional Coordination subcomponent to serve as a Programme Management Office. Its objectives are to ensure the integration of the eight subcomponents, manage sequencing and dependencies, and provide a central point for communications between the Government of Kenya and donor programmes.
