Kenya Action Plan for the Implementation of the National Climate Change Response Strategy

This document presents the draft Terms of Reference for a proposed Coordination subcomponent to support the Government of Kenya's Climate Change Action Plan. The Action Plan consists of eight interrelated subcomponents designed to implement the National Climate Change Response Strategy (NCCRS), with the Ministry of Environment and Mineral Resources serving as the lead agency.

• The Government of Kenya is developing a comprehensive Climate Change Action Plan to enhance the implementation of the National Climate Change Response Strategy (NCCRS). This plan is structured around eight distinct but interrelated subcomponents: 1) Long-term National Low Carbon Development Pathway for mainstreaming climate aspects into Vision 2030; 2) Enabling Policy and Regulatory Framework for national and county level governance; 3) National Adaptation Plan for priority adaptation actions; 4) Nationally Appropriate Mitigations Actions (NAMAs), including REDD+ readiness; 5) Research and Development and Technology Transfer for a National Technology Plan; 6) National Performance and Benefit Measurement for monitoring and verification; 7) Knowledge Management and Capacity Development for institutional and technical strengths; and 8) Finance to develop mechanisms like a climate fund and carbon trading platform.
• The Ministry of Environment and Mineral Resources (MEMR) is the lead agency mandated to coordinate overall climate change issues. It is supported by an Inter-ministerial Task Force that includes the Office of the Prime Minister, the Ministry of Finance, the Ministry of National Planning and Vision 2030, the Ministry of Northern Kenya and ASALs, the Ministry of Agriculture, and the Vision 2030 Delivery Secretariat.
• The Climate & Development Knowledge Network (CDKN), in consultation with COMESA, DFID, and AFD, has proposed an additional Coordination subcomponent to manage the day-to-day integration of the eight Action Plan subcomponents. The objectives of this role include functioning as a Programme Management Office to manage dependencies and sequencing, building relationships with the MEMR and OPM coordination teams, and serving as a central point for communications with CDKN and other donor programmes.
