Biennial Assessment and Overview of Climate Finance Flows 2014

This guide, produced by the CDKN-supported Climate Finance Advisory Service, provides an overview of the first Biennial Assessment (BA) of Climate Finance Flows and the recommendations made by the UNFCCC's Standing Committee on Finance (SCF) to the Conference of the Parties (COP).

• Industrialised governments have committed to increasing climate finance flows to developing countries to a target of US$ 100 billion per year by 2020.
• The UNFCCC established a goal in 2010 in Cancun to limit global temperature increases to no more than 2 degrees Celsius above preindustrial levels, which requires significant public and private capital for climate-friendly investments and a shift from high-carbon to low-carbon technologies.
• The Standing Committee on Finance (SCF) was created as part of the 2010 Cancun Agreement to assist the COP with the Convention's financial mechanism, including the Measurement, Reporting and Verification (MRV) of support provided to developing country Parties through reports like the Biennial Assessment (BA).
• The Biennial Assessment (BA) aims to review existing literature to provide the COP with information on financial flows relative to Convention objectives and to suggest ways to improve climate finance reporting methodologies.
