Strengthening disaster risk management in India: A review of five state disaster management plans

This report reviews the State Disaster Management Plans (SDMPs) of five Indian states—Assam, Bihar, Gujarat, Odisha, and Uttarakhand—to evaluate their effectiveness in disaster risk reduction, financing, vulnerability assessment, and alignment with the Sendai Framework for Disaster Risk Reduction 2015–2030.

• The research concludes that while SDMPs offer a solid foundation for coordinating disaster risk management at the state level, they currently overemphasize response and relief efforts rather than treating all stages of the disaster management cycle equally.
• The review identifies several areas for improvement in SDMPs, including the need to clarify institutional responsibilities, adopt innovative financing models, and mainstream disaster risk reduction across all state sectors and departments.
• The report finds that SDMPs need to better integrate the socioeconomic vulnerabilities of marginalized groups, such as the poorest people and women, and account for the increased risks posed by climate change.
• The analysis suggests that SDMPs should produce baseline data to monitor progress and align more strictly with the Sendai Framework for Disaster Risk Reduction 2015–2030.
