Community-Based Adaptation Costing: An integrated framework for the participatory costing of community-based adaptations to climate change in agriculture

This research paper introduces the Participatory Social Return on Investment (PSROI) framework, a bottom-up approach designed to cost and plan community-based adaptation (CBA) strategies in agriculture to ensure local needs align with institutional funding.

• The Participatory Social Return on Investment (PSROI) framework is a local-level planning and costing tool intended for use by civil society organisations and governments. It consists of a participatory workshop to prioritise CBA strategies and a subsequent cost-benefit analysis to evaluate social, environmental, and economic impacts.
• Bottom-up costing studies are necessary because top-down national estimates of adaptation costs may result in a mismatch between available funds and actual ground-level requirements. Local evidence incorporating microeconomic dynamics helps inform and validate the total costs of adaptation.
• The PSROI framework was tested through three pilot initiatives located in Dodji, Senegal, and in Kochiel and Othidhe, Kenya.
