Driving, connecting and communicating: The many roles of national government in climate adaptation planning

This policy brief outlines the critical role of national governments in the Caribbean for coordinating climate change adaptation, emphasizing that while community-level action is necessary, it is insufficient without national governance frameworks to provide strategic oversight, finance, and cross-sectoral policy integration.

• Climate change poses a severe economic threat to the Caribbean, particularly affecting tourism, agriculture, and fishing. By 2050, annual costs to the region are projected to reach US$22 billion, which equals 10% of the regional gross domestic product based on 2004 data. These costs create budgetary pressures that divert funding from health and education.
• Effective climate adaptation requires national governance to complement bottom-up community approaches. National governments are essential for providing the enabling environment for large-scale transformative change, strategic oversight, and access to climate finance.
• To improve climate compatible development, governments should integrate climate considerations across all departments and strengthen institutional arrangements. The brief recommends the CCORAL tool for policy integration and the ARIA toolkit for assessing institutional adaptive capacity.
