Treading low-carbon pathways toward sustainability: The experience of Bogor City

A case study on Bogor City's integration of low-carbon strategies into local development plans through the Urban Low Emission Development Strategies (Urban-LEDS) project since 2013.

• Since 2013, Bogor City has used the Urban Low Emission Development Strategies (Urban-LEDS) project and ICLEI’s GreenClimateCities2 framework—specifically the analyse–act–accelerate model—to integrate low-carbon strategies into its local development plans to increase liveability. After 2.5 years of capacity building and international exchange visits, the city has developed a low-carbon plan ready for implementation.
• The creation of a greenhouse gas emissions inventory enabled the Bogor city government to identify and prioritize specific implementable low-carbon projects, including streetlight retrofitting and pedestrianisation.
• Integrating Low Emission Development Strategies (LEDS) into regional medium-term plans allows local governments to secure financial support from city budgets. The case study emphasizes that projects should be aligned with long-term development plans via intervention mapping and consultation with city government to ensure ownership and synergy, rather than being implemented in isolation.
• Networking through South–South–North exchanges provided value to Bogor City by allowing it to learn from developed European cities and other emerging secondary cities regarding the integration of LEDS into development plans.
