The Plumbing of Adaptation Finance: Accountability, Transparency, and Accessibility at the Local Level

This World Resources Institute working paper details the first phase of the Adaptation Finance Accountability Initiative (AFAI), which maps international-to-national adaptation finance flows and assesses institutional contexts in Nepal, the Philippines, Uganda, and Zambia.

• Between 2010 and 2011, adaptation commitments rose in Nepal, Uganda, and Zambia, while the Philippines experienced a decrease. In all four studied nations, the government served as the primary recipient of adaptation finance, though sectoral distribution varied and was hard to connect to national priorities.
• Local government representation exists within national coordination in all four countries, but the mechanisms for local stakeholder participation remain ill-defined. While Nepal and the Philippines prioritised local development, Zambia and Uganda were less explicit in doing so.
• An analysis based on five core principles—transparency, ownership, responsiveness, participation, and equity—reveals that data on recipients and target geographies is largely missing. The authors note that gender considerations regarding equity appear to be driven by donors rather than national strategies, and there is a lack of information measuring the actual involvement of local communities in decision-making.
