INSIDE STORY: Supporting the subnational development of renewable energy – Lessons from West Nusa Tenggara, Indonesia (Indonesian)

This case study examines the challenges and opportunities for decentralized renewable energy development in West Nusa Tenggara, Indonesia, emphasizing the need for institutional reforms, multi-stakeholder partnerships, and integrated spatial planning.

• West Nusa Tenggara faces significant energy shortages due to geographical challenges and high costs associated with grid connections, despite having substantial renewable energy potential. As of 2015, the province had a total renewable energy capacity of 14 MW, while mini-hydro schemes alone could potentially provide over 96.5 MW.
• The Indonesian government has used feed-in tariff regulations since 2002 to incentivize local power generation and attract independent power producers (IPPs), particularly in areas where large-scale fossil fuel companies do not operate.
• The authors identify several critical requirements for successful subnational renewable energy development: a 'Public–Private–People Partnership' (PPPP) approach for institutional reform, continuous capacity building for provincial governments, and the integration of mini-hydro generation with forest conservation through spatial planning.
