Mobilizing private finance: Unlocking the potential of Rwanda's businesses to drive climate change adaptation

This policy brief analyzes the potential for mobilizing private finance for climate change adaptation in Rwanda. It finds that while Rwanda has a clear policy vision, it lacks a strong enabling environment for adaptation investment, and very little private climate finance has been mobilized to date. The document highlights barriers such as high interest rates (up to 20%), inadequate electricity, and the challenges of being landlocked. It concludes that because foreign direct investment plays a minimal role, the government and development partners should focus on empowering local small and medium enterprises to drive adaptation.

• Rwanda has established a clear vision for private-sector investment in development and climate-related activities within its policy and planning documents, but it has not yet developed a strong enabling environment to support private-sector investment specifically for adaptation.
• Very little private climate finance for adaptation has been mobilized in Rwanda so far. There is a need for tailored incentives and increased efforts to make the private sector aware of business opportunities and climate risks associated with adaptation, a process where development partners can provide support.
• Foreign direct investment (FDI) has a minimal role in Rwanda's economy and is unlikely to significantly impact adaptation. To increase private-sector investment in adaptation, the government and development partners should prioritize empowering the local Rwandan business community, which consists largely of small and medium enterprises, rather than focusing on FDI.
• Several practical barriers hinder private-sector investment in Rwanda, including high credit costs with interest rates reaching 20%, an inadequate electricity supply despite efforts to increase power generation, and the country's landlocked status, which raises transportation costs and creates dependency on neighboring countries for trade and investment.
