Capability development - Taking a targeted approach

This working paper outlines the Climate and Development Knowledge Network's (CDKN) intentional approach to developing capacity and capability to support the implementation of the Paris Agreement and the Sustainable Development Goals by 2030, particularly within low- and middle-income countries.

• The implementation of the Paris Agreement and the achievement of the Sustainable Development Goals by 2030 require a transformative change in international capacity building and a structural shift to close the gap between climate ambitions and actual implementation.
• Capacity and capability development is a complex, context-specific process with no universal solution. Since 2016, CDKN has moved away from allowing capacity to develop by chance, instead adopting an intentional approach by defining the specific capabilities it wants to support within country systems and collaborating with actors at the country level.
