• Hydrogen deployment should be prioritised for 'no regrets' sectors where it is essential for industrial processes or where no other cost-effective decarbonisation options exist. First-order priority sectors include crude oil refining, petrochemicals, ammonia (fertiliser), methanol, and steel and iron production.
