Analysing the New Development Bank's Core Objectives 2016-2022

The New Development Bank (NDB) has expanded its mandate to support climate action and sustainable development but faces challenges including aligning financing with local currency and non-sovereign lending.

• The NDB has struggled to meet its target of allocating 30% of financing to non-sovereign borrowers by 2026; between 2016 and 2023, sovereign guarantee projects accounted for 84.3% of total financing (USD 28 billion), while non-sovereign projects represented nearly 15% (almost USD 5 billion).
• Transport infrastructure was the primary sector receiving funding up to 2023, totaling USD 11 billion (35% of the total), followed by 'multiple areas' (11%), 'clean energy and energy efficiency' (11%), and 'water and sanitation' (10%).
• The NDB is falling short of its 30% target for local currency financing by 2026, as over three-quarters of financing provided by 2023 was in 'hard currency' (USD, Euro, Swiss Francs). Local currency financing accounted for only one-fifth of approved funds, with RMB representing 15% (USD 5 billion).
