The Zero Carbon Building Accelerator, led by the World Resources Institute (WRI), is a program designed to help national and subnational governments eliminate building sector CO2 emissions to achieve a zero-carbon global building stock by 2050.

• Building construction and operations are major drivers of climate change, accounting for nearly 40% of global energy-related CO2 emissions. Due to urbanization and population growth, the global building stock is expected to double by 2060, which will increase the demand for cooling and drive further carbon emissions unless energy efficiency and decarbonization are improved.
• Energy efficiency in buildings represents a highly cost-effective mitigation strategy, where every $1 invested in efficiency saves $2 in costs for electricity distribution and generation. However, 80% of economically viable energy savings in buildings are currently untapped.
• The Zero Carbon Building Accelerator employs four primary strategies to help governments eliminate CO2 emissions: outreach to map decarbonization pathways and adopt commitments; facilitated policy dialogues with stakeholders; the development of short- and medium-term action plans and long-term national roadmaps linked to Nationally Determined Contributions; and the creation of policies to accelerate market transformation.
• Zero carbon buildings are defined as having net zero carbon emissions from annual operations and reduced life-cycle emissions from construction and end-of-life. This is achieved through energy efficiency, passive and active cooling, electrification of heating, digitalization for energy optimization, the use of zero-carbon renewable energy, and campus or district-level approaches.
• WRI intends to scale impact by engaging at least two jurisdictions in each country to implement action plans aligned with national roadmaps, and by supporting at least three additional subnational governments in other countries. The initiative will also collaborate with financial institutions and regional development banks to find new business models for decarbonization.
