Access to Climate Finance in Low and Middle-Income Countries: 14 Case Studies in the Transport Sector

This working paper analyzes climate finance for transport projects in low- and middle-income countries (LMICs) across Asia, Africa, and Latin America, utilizing a dataset of 839 projects and 14 case studies to identify barriers and recommendations for low-carbon and resilient mobility.

• Analysis of climate finance for transport projects reveals that one-third of funded projects involved road construction, while public transport and electric vehicle projects were less frequent. Only 20 percent of the projects specifically targeted the improvement of resilience.
• The primary obstacles to obtaining climate finance include insufficient policy frameworks, a lack of capacity for project preparation, high initial costs, perceived risks, complicated funding requirements, and challenges in quantifying socioeconomic benefits.
• To overcome financial barriers, countries should establish sustainable policies and transport targets, utilize de-risking instruments to attract private investment, improve the design and implementation of bankable projects, and enhance the monitoring and evaluation of transport impacts.
