Access to Climate Finance in Low and Middle-Income Countries: 14 Case Studies in the Transport Sector

The paper analyzes 839 transport projects and 14 case studies to identify challenges in securing climate finance for low- and middle-income countries. It finds that road construction dominates funded projects, while resilience and electric mobility are underfunded. Key barriers include inadequate policy frameworks and limited project preparation capacity, with recommendations focusing on de-risking instruments and improved monitoring.

• Analysis of funded transport projects reveals that one-third involved road construction, while only 20 percent specifically targeted the improvement of resilience; public transport and electric vehicle projects were less successful in accessing climate finance.
• The primary obstacles to obtaining climate finance include a lack of sufficient policy frameworks, limited capacity for project preparation, high initial costs, perceived risks, complex requirements for funding, and challenges in quantifying socioeconomic benefits.
• To overcome financial barriers, countries should establish sustainable policies and transport targets, utilize de-risking instruments to attract private investment, enhance the capacity to create bankable projects, and improve the monitoring and evaluation of transport impacts.
