STATEMENT by the High Level Panel for a Sustainable Ocean Economy at COP26

A statement from the High Level Panel for a Sustainable Ocean Economy (Ocean Panel) issued during COP26, reaffirming commitments to sustainably manage 100% of national waters and outlining key ocean-based climate actions to meet Paris Agreement goals.

• The Ocean Panel members have committed to creating Sustainable Ocean Plans within a five-year timeframe to achieve the sustainable management of 100% of the ocean areas under their national jurisdiction.
• Research commissioned by the Ocean Panel indicates that ocean-based climate actions could provide up to 21% (or 11 GtCO2) of the annual greenhouse gas emissions reductions required to keep global temperature increases to 1.5℃ by 2050.
• Economic analysis commissioned by the Ocean Panel suggests that every US$1 invested in ocean-based climate actions can generate at least US$5 in global benefits over a thirty-year period.
• The Ocean Panel urges all actors to accelerate progress across six specific ocean-based climate actions: investing in nature-based solutions, harnessing renewable energy, decarbonising industries, securing sustainable food, deploying carbon capture and storage, and expanding research and observation.
