STATEMENT by the High Level Panel for a Sustainable Ocean Economy at COP26

The High Level Panel for a Sustainable Ocean Economy, including leaders from 16 nations, advocates for a transition to a sustainable ocean economy to close the emissions gap. The Panel identifies six key action areas—nature-based solutions, renewable energy, industry decarbonisation, sustainable food, carbon capture and storage, and research—noting that these actions could provide up to 21% of the annual emissions cuts required to limit global warming to 1.5°C by 2050. Member nations commit to developing Sustainable Ocean Plans to manage 100% of their national waters sustainably within five years.

• The High Level Panel for a Sustainable Ocean Economy identifies six priority ocean-based climate actions to help achieve the Paris Agreement and UN Sustainable Development Goals: investing in nature-based climate solutions, harnessing ocean-based renewable energy, decarbonising ocean industries, securing sustainable food, deploying carbon capture and storage, and expanding ocean observation and research.
• Research commissioned by the Ocean Panel indicates that ocean-based climate actions could provide up to 11 GtCO2 (or 21%) of the annual greenhouse gas emissions reductions necessary to keep global temperature increases within 1.5°C by 2050.
• Economic analysis commissioned by the Panel suggests that every US$1 invested in ocean-based climate actions can generate at least US$5 in global benefits over a thirty-year period.
• Member nations of the Ocean Panel have committed to creating Sustainable Ocean Plans within five years to ensure 100% of the ocean areas under their national jurisdiction are managed sustainably.
