Assessing Non-Annex I Pledges

This research paper argues for the formalization of common accounting rules for Annex I Parties and a clarification process for non-Annex I Parties' nationally appropriate mitigation actions (NAMAs). This lack of information hinders the ability to track pledge fulfillment, ensure transparency, estimate total emissions reductions, and determine if global reductions are sufficient to meet temperature limits.
• The author proposes that while Annex I Parties' issues should be resolved through common accounting rules, non-Annex I actions require a clarification process. The paper suggests that common assessment methodologies for non-Annex I countries are unlikely to be resolved at COP-17 in Durban, South Africa, due to the complexity of the actions, the principle of common-but-differentiated responsibilities, and a lack of experience compared to the Kyoto Protocol's rules for Annex I Parties.
