Summary of Relative Subsector-Level Vulnerability under the American Power Act

WRI analyzed the American Power Act's impact on GDP, energy prices, and GHG compliance costs. While most subsectors face modest direct costs, those dependent on natural gas-derived feedstocks face higher risks due to projected price increases, whereas those using coal, petroleum, or electricity-derived materials face limited risk due to projected price decreases.

• Under the EIA scenarios and projections, the majority of subsectors experience only modest costs associated with direct energy purchases and compliance.
• The energy-related impact on subsectors is influenced by indirect energy purchases of feedstocks. Subsectors relying on natural gas-derived raw materials face higher cost risks because natural gas prices are projected to be higher compared to a no-policy scenario. Conversely, there is limited cost risk for those relying on raw materials derived from electricity, coal, or petroleum, as these prices are mostly projected to be lower than in a no-policy scenario.
• A relationship exists between compliance costs and energy-related costs, particularly for materials derived from petroleum products and coal, as GHGs can be released during the combustion of these energy-derived raw materials.
